Madinaty is a city project east of Cairo, the capital of Egypt, developed by the Egyptian real estate group Talaat Moustafa Group. Construction began in July 2006, and the project is being implemented in several phases. The first residential phase was completed in 2013.
The project is built on 8,000 acres (33.6 million square meters) of land and is expected to house approximately 600,000 people. The total project budget is 60 billion Egyptian pounds.
The Egyptian Public Prosecution is investigating the legality of the land sale to Talaat Moustafa Group. MP Saad El-Husseini and 34 other members of parliament filed a report with the Public Prosecution accusing former Housing Minister Mohamed Ibrahim Suleiman of wasting public funds by granting 8,000 acres to Talaat Moustafa at very low prices, resulting in the loss of more than 25 billion Egyptian pounds of public money. Al-Husseini said, “Regarding the land on which the Madinaty residential project was built, which covers an area of 8,000 acres, it was approved by Minister Suleiman through a direct order for that area, which amounts to about 33.6 million square meters. He pointed out that if this land had been sold at the minimum price in the public auction (on May 24, 2007) at a price of (750 Egyptian pounds per meter), the price of that land would have been 25.6 billion Egyptian pounds.” Hisham Talaat Mustafa had obtained the land for the Madinaty project from the government at a price of 25 piasters per meter without facilities and services, which is 8.4 million Egyptian pounds.
